We are looking for an experienced Russian speaking Procurement Specialist in Dubai for one of our clients.
The ideal candidate will have a strong background in procurement within the Oil & Gas / Energy industry, handling the sourcing, negotiation, and purchasing of equipment, materials, and services. This role requires excellent supplier management skills, knowledge of regional and international procurement regulations, and the ability to ensure cost-efficient and timely acquisitions.

Education & Experience:
We are looking for an experienced Russian speaking Procurement Specialist in Dubai for one of our clients.
The ideal candidate will have a strong background in procurement within the Oil & Gas / Energy industry, handling the sourcing, negotiation, and purchasing of equipment, materials, and services. This role requires excellent supplier management skills, knowledge of regional and international procurement regulations, and the ability to ensure cost-efficient and timely acquisitions.

Responsibilities:
Procurement & Sourcing:
- Identify and evaluate local and international suppliers for oilfield equipment, drilling materials, pipelines, and energy-related services.
- Negotiate contracts, pricing, and terms to secure the best quality and cost-efficient solutions.
- Develop and manage RFQs (Requests for Quotation), RFPs (Requests for Proposal), and purchase orders.
- Ensure the timely and cost-effective procurement of goods and services, minimizing operational delays.
- Build and maintain strong relationships with key suppliers and contractors.
- Conduct supplier performance assessments and implement improvement plans where necessary.
- Identify new vendors, ensuring compliance with company standards and industry regulations.
- Monitor market trends and pricing fluctuations in oil & gas commodities and services.
- Analyze cost structures and negotiate long-term agreements to optimize procurement costs.
- Assess supply chain risks, ensuring continuity and mitigating potential disruptions.
- Ensure compliance with local UAE procurement laws, international trade regulations, and safety standards.
- Maintain accurate procurement records, including contracts, purchase orders, and supplier agreements.
- Ensure that all purchases comply with ISO, API, OSHA, and other relevant regulatory standards.
- Work closely with legal and finance teams to ensure all procurement activities are aligned with company policies.
- Work closely with engineering, operations, logistics, and finance teams to align procurement with project needs.
- Support inventory management teams in optimizing stock levels and avoiding shortages. • Assist in resolving supplier-related issues affecting operations and project timelines.
Education & Experience:
- Bachelor's degree in Supply Chain Management, Business, Engineering, or a related field.
- 3+ years of procurement experience in the Oil & Gas / Energy industry.
- Strong experience in handling technical equipment, machinery, and industrial services procurement.
- Fluent in English; Russian language proficiency is preferred.
- Strong negotiation and contract management skills.
- Familiarity with UAE procurement regulations and international trade laws.
- Understanding of logistics, customs clearance, and supply chain management.
- Excellent analytical and problem-solving skills.
- Strong communication and stakeholder management abilities.
- Ability to work in a fast-paced and high-pressure environment.
- Detail-oriented and highly organized approach to procurement processes.
